What is the Surface Water Management Fee...

  • The surface water management fee was adopted by the City of Forest Lake in 2009 in response to the increased expenses stemming from the surface water management program, which was implemented as a result of the Clean Water Act of 1972 and the Water Quality Act of 1987
  • All tax parcels in the City of Forest Lake are assessed the fee
  • Currently, the fee is $40.00 per parcel

What is the Fee Used For...



The surface water Management fee is used to pay for:

  • Culvert Installation
  • Culvert Repairs
  • Water Division Projects
  • Surface Water Mapping Projects
  • Field Inspections
  • Pond Cleaning
  • Water Testing
  • Other activities related to surface water management

2015 Surface Water Management Fee Expenditures Included...


 
  • Spring/Fall Contract Street Sweeping - $70,000
  • Healy and Heath Concrete Culvert Replacement - $10,000
  • Rural CMP Culvert replacements - $5,000
  • 200’ of culvert replacement through Castlewood Golf Course - $7,500
  • Lining 200’ of pipe from Hilo to Forest Lake - $18,000
  • Ditching project between 202nd and Goodview – $17,000
  • Granada Drainage correction - $2,000
  • 20+ catch basin repairs - $5,000
  • Bay Drive catch basin and curb replacement - $2,500
  • Purchase of culvert cleaning nozzle for Jet Truck - $5,000
  • Funds 25% of a FTE which allows for catch basin cleaning, sweeping, flared end cleaning, culvert cleaning, drainage corrections, ditching, etc.  - $25,000
