    (F) Sign permit.
    (4) Sign Installer. No person, firm, or corporation shall engage in the business of erecting, placing, construction, altering, or relocating freestanding sign structures within the city without first having procured a license from the city for a fee established by ordinance payable on an annual basis, except that the owner, lessee or occupant of the property upon which the sign is located may perform the actual work provided the person has obtained a permit for the sign. Any person who shall violate any provision of this subsection shall be guilty of a misdemeanor and, upon conviction thereof, be punished in accordance with §10.99 of the City Code, and the person’s license granted under this subsection may, in such case, be revoked by the City Council.
